よりインテリジェントなインターネットでは世界の不均衡と不平等を是正するための新たな民主的方式が利用できるようになるとして、インターネットの擁護者たちはそれを模索してきた。だが今日の現実のインターネットは、多くの人々が思い描いたような平等な民主的インターネットとはほど遠い、騒々しい環境になりはてている。それはまだ、インターネットのツールとプロトコルが、より高度な秩序を生み出すようなインターネット民主制の出現を許すにたりるほど進化していなかったためだ。
だが、世界は、創発民主制をこれまでになく必要としている。代表民主制の在来の諸形態は、今日の世界に生じている諸問題の規模や複雑性や速度にはほとんど対処できない。互いにグローバルな対話を行っている主権国家の代表たちは、グローバルな問題の解決については、ごく限られた能力しかもっていない。一枚岩的なメディアとそれが行っているますます単純化された世界描写は、合意の達成に必要とされるアイデア間の競争を提供できない。新しい技術によって可能になった創発民主制は、極度に複雑化した世界でわれわれが直面している諸問題の多くを、国家的規模でもグローバルな規模でも解決しうる可能性を秘めている。
われわれは、ツールとインフラをより安価で使いやすいものにして、より多くの人々にザ・ネットへのアクセスを提供するよう努め、民主的対話のこの新形態が、どのようにすれば行動に転化し、既存の政治システムと相互作用し合うようになるかを探求しなくてはならない。
Proponents of the Internet have committed to and sought for a more intelligent Internet where new democratic methods could be enabled to help rectify the imbalance and inequalities of the world. Instead, the Internet today is a noisy environment with a great deal of power consolidation instead of the level democratic Internet many envisioned. This is because the tools and protocols of the Internet have not yet evolved enough to allow the emergence of Internet democracy to create a higher-level order.
However, the world needs emergent democracy more than ever. Traditional forms of representative democracy are barely able to manage the scale, complexity and speed of the issues in the world today. Representatives of sovereign nations negotiating with each other in global dialog are very limited in their ability to solve global issues. The monolithic media and its increasingly simplistic representation of the world cannot provide the competition of ideas necessary to reach consensus. Emergent democracy enabled by new technologies has the potential to solve many of the problems we face in the exceedingly complex world at both the national and global scale.
We must work to provide access to the Net for more people by making the tools and infrastructure cheaper and easier to use, and explore the way in which this new form of democratic dialog translates into action and how it interacts with the existing political system.
